Use your heads! This Congress has the votes to pass anything. They can pass a "law" which purports to make the sun rise in the west and set in the east. Is God bound by that? NO! Likewise, this Congress CAN NOT bind any future Congress in any way. Whatever this Congress does may be repealed in the normal way by any future Congress. Furthermore, the bill is so blatently unconstitutional as outside the enumerated powers granted to Congress by the Constitution that any and all States are well within their rights to nullify it.
