		<description>Please read the bill for your self before going conspiracy crazy. The definitations clearly define &#039;facility&#039; and &#039;farm&#039;. The annuual fees apply only to &#039;facilities&#039;. The geographic lock down is only to stop food moving in the event of  a food borne outbreak, like keeping e-coli infected spinich from leaving CA. I&#039;m not saying there isn&#039;t some crapy stuff in there but when well intentioned people go off half-cocked it makes it hard to sound credible and gain support when we really need it.</description>

More, the fees are prescheduled to be increased every year but the agri-business cap is not. Likewise the penalties for violations are disproportionately harsh to an independent farmer and pocket change to a corporation.</description>
